Teams Phone is strongest when a company already runs Microsoft 365 and needs managed users, numbers, policies, queues, and administration. That is useful, but it can be more setup than an occasional international caller wants.
A browser dialer is a narrower tool
A browser dialer should be fast to understand: add credit, check the rate, enter a phone number, and call. It does not need to become a meetings suite to replace the Skype dial pad job.
